Dependent jobs procedures updated for Cheyenne users

CISL staff have updated the Cheyenne documentation regarding how to schedule and run dependent jobs using the PBS Pro job scheduler. The new procedure described in one example places a hold on the initial job in a chain until all jobs in the chain are ready to submit, at which point the user releases the hold to start the sequence. A user following previous procedures found that if one job finished too quickly, subsequent jobs could fail to start because of when PBS Pro checks for dependencies. The new recommended procedure avoids that issue.
